In 2024, the CCA followed bplus.xyz (b+) and station.plus (s+) as they established HouseEurope!, a policy lab to propose reforms in the construction industry and shift how existing buildings are valued. The resulting documentary, To Build Law, closely observes the various phases of their European Citizens’ Initiative meant to incentivize renovation over demolition and speculative development. It is a story of a campaign – establishing partners, drafting legislation, filming stories, strategizing communications, and collecting votes – while the accompanying exhibition traces b+’s journey from an office focused on adaptive reuse to organizers of a sociopolitical movement. By working with, rather than opposing legal frameworks, architectural practice expands into designing processes for change and constructing new values.
To Build Law was first presented at the CCA as part of Groundwork, a three-part film and exhibition series exploring the conceptual development and field research of contemporary architects cultivating alternative modes of practice.
