Les territoires sont soumis à des phénomènes sociodémographiques, économiques, environnementaux et culturels qui obligent les gouvernements et les administrations publiques à sans cesse réviser et ajuster leurs politiques, programmes et services. C'est notamment au moyen de ce que l'on appelle les « instruments de l'action publique » que les gouvernements matérialisent leurs intentions et leurs interventions sur le territoire. Ces instruments sont de plusieurs types : légal et réglementaire, fiscal et financier, nodal et informationnel, collaboratif et organisationnel. En plus d'une introduction générale sur ce que sont, front et changent les instruments de l'action publique, cet ouvrage compte 13 études de cas - produites par des chercheurs québécois, canadiens et européens - sur le rôle que jouent ces instruments dans l'aménagement, le développement et la gestion des territoires. But what happens when the two sides meet? After the old state security archives in many Eastern European countries were opened, it became possible for this interaction to be studied in detail. Drawing on scientific essays and artistic contributions, the book shows how the secret police monitored happenings, performance art, and action art and looks at the debates they had about the new art form; it also demonstrates not only how the police documented artistic actions in detail using forensic techniques but also how they manipulated them and sought to thwart them with counter-actions. In addition to this, the book also reveals how artists dealt with the possibility that they were being observed by the secret police and how they now work with the material stored in the archives maintained by the intelligence services.

The People’s Action against the Nordic Áltá-Guovdageaidnu Waterway (c. 1978-82) radically shook the course of history in the region. Its call to ''let the river live'' clamored against the construction of a large dam across the Alltáeatnu river in Norway. The action grew to an unexpectedly broad movement of solidarity across civil society—Sámi and Norwegian, as well as Indigenous and non-Indigenous peoples internationally—in which Sámi artists played a pivotal role. ''Let the river flow'' takes this eco-Indigenous rebellion, the first in Europe and inspirational worldwide, to reflect on events at the time and their correlations with international artists’ eco actions today. It is conceived as a reader, and addresses innovations in political organizing, new influences of Indigenous thinking on contemporary politics and the centrality of artists within the constellation of these activities. It also considers other Indigenous artists’ protests that happened in parallel to the actions mentioned.
