Quels sont les facteurs qui expliquent la construction des modèles de gestion métropolitaine et quelle est la contribution des acteurs locaux à ce processus? À la croisée des études urbaines et de la science politique, ce livre traite de la dimension politique de la métropolisation à partir d’une étude de cas: le modèle de gestion mis en place à Montréal dans le cadre de la réforme Harel (1999-2001). Les moments de changement institutionnel amènent forcément la création de zones d’ambiguïté, où la dynamique des rapports entre les règles institutionnelles (l’organisation de l’État et la culture politique) et les acteurs locaux se remarque de manière exacerbée. Montréal se révèle ainsi un laboratoire unique en raison de la nature polémique de sa réforme métropolitaine.
