Construction d’un colossal barrage hydroélectrique par les prisonniers du Goulag, puis de l’usine automobile Avtovaz (constructeur de la marque Lada) en coopération avec les ingénieurs Fiat, réalisation accélérée d’un nouveau centre urbain entièrement préfabriqué : cité surgie de terre dans l’improvisation permanente, Togliatti tient du laboratoire des méthodes soviétiques — faisant d’un territoire vierge un vaste site de production industrielle et d’installation urbaine. Signé en 1967 par Boris Roubanenko, le plan directeur fut également la réponse de l’urss au projet de Le Corbusier pour Saint-Dié, ainsi qu’à l’œuvre d’Oscar Niemeyer à Brasilia.
