Il est vrai que, sous le joug du carcan réglementaire, les opérations peinent à sortir des conventions. À force de ténacité, certains architectes parviennent cependant à reformuler les postulats imposés, qu’ils soient d’ordre financier, programmatique ou constructif. Mais il y faut une condition que nous avons constaté presque systématiquement : les bons projets naissent dans des quartiers où l’urbanisme est maîtrisé par un architecte coordonnateur. Sans direction – et en dépit de la résistance héroïque des CAUE –, campagnes, bourgs et villes moyennes restent, à quelques méritoires exceptions, un territoire de désolation pour l’architecture.
