The jury consisted of three architects, as well as two members of the Exchange committee. Oud's submission to the Rotterdam Exchange competition included designs for the new building and surrounding urban area, although his entry was unsuccessful. Oud created a functional and non-symbolic design based on a three-dimensional grid (Taverne et al. 2001, 350-354).
