The new building materials are non-material: electricity, telephony, weather, time, and so forth. Consequently, according to Lars Lerup, architecture and architects must be rethought. Until now, architects have been trained to serve the elite few, as reflected in a belief in customization and the uniqueness of each project. Instead, Lerup holds, architectural educators should promote teamwork and the design of authorless objects, combined with an integration of design and practice. Before we can rethink the architectural curriculum, however, we must rethink the metropolis. And rethink the metropolis is just what Lerup does. Dutch architect and planner Cornelis van Eesteren served as president of CIAM, the Congrès International d'Architecture Moderne, from 1930 to 1947. His tenure there was steady and influential, but has been little studied, as the rise of Team 10 and then CIAM itself as a global force in the 1950s have obscured the organization's roots as a cooperative that was first embraced by its Dutch and Swiss members. The city analyses that CIAM members conducted for their 1933 congress, chaired by van Eesteren, made an important contribution to what they called "comparative town planning." The Functional City focuses on that legendary fourth congress, held in the summer of 1933; examines van Esteren's legacy; and traces CIAM's early evolution through an abundance of little-known archival material. Cet ouvrage retrace l'histoire méconnue d'un secteur du logement populaire à Paris : les «garnis», à savoir les maisons et hôtels meublés à destination des salariés modestes et des ouvriers. Certains drames de l'année 2005 (incendie de l'hôtel Paris-Opéra : 25 morts) ont de nouveau attiré l'attention sur les rares hôtels meublés qui subsistent aujourd'hui, vétustes et surpeuplés, signe de la pénurie de logements pour les plus démunis. Or, jadis, ces établissements pullulaient dans Paris : près de 10000 logeurs en 1880, et près de 200 000 personnes logées ; au tout début des années 1930, avant la crise économique, près de 350 000 Parisiens (11 % de la population de la capitale !) ne vivaient pas dans leurs meubles. Le migrant d'origine provinciale ou étrangère venant à Paris pour travailler s'installait tout naturellement à l'hôtel. Avoir une chambre en ville, c'était le gage banal d'une indépendance minimum. Cette fonction de sas valait surtout pour les hommes; les femmes, à leur arrivée à Paris, occupaient plutôt des emplois où elles étaient nourries et logées. Avec la crise économique des années 1930, le secteur commença un lent déclin. Au moment de la crise du logement des années 1950, l'hôtel meublé retrouva un second souffle. Le déclin s'accéléra ensuite dans les années 1960. Le garni était devenu dans l'opinion et pour l'État synonyme de taudis et de logement insalubre, destructeur de la famille et de la morale et une partie de ses habitants put accéder au logement social de masse. Subsistèrent longtemps des formes particulières d'accueil des plus pauvres : vieilles maisons insalubres du centre et des faubourgs, bidonvilles, foyers de travailleurs, cités de transit... Rôle rempli auparavant - et souvent infiniment mieux - par le garni. Maintenus en vie comme substitut dérisoire au logement social déficient, ou bien transformés en «résidences sociales», les hôtels sont aujourd'hui bien loin de leur rôle ancien d'habitat de transition entre migration et intégration en ville. Leur survivance, signe de la misère des temps, est aussi le gage du maintien des plus pauvres dans la ville.

L'urbanisme, déjà, divise l'espace en forteresses et bidonvilles. On ne peut pas continuer à penser l'urbanisation depuis les commissariats de police : une lecture alternative des phénomènes de violence et d'insécurité urbaines est nécessaire. Elle ne peut se faire qu'en les resituant dans le contexte de la violence de l'urbanisation et de la globalisation. En prenant en compte, aussi, le point de vue des pauvres et en privilégiant, d'entre les pauvres, les «méchants», les outsiders, les illégaux, les bandits, les membres des gangs. Quand tout paraît fermé, la «vision du pauvre» ouvre des pistes pour une pacification des territoires urbains. Contre l'actuelle dérive sécuritaire, un dialogue créatif s'impose avec ceux que le pouvoir diabolise. Ce livre s'adresse à tous ceux qui cherchent à saisir le sens de la ville, ceux qu'elle effraie et ceux qui l'aiment et ne veulent pas y renoncer, mais également aux habitants des quartiers extrêmes, même s'ils sont pauvres et «méchants», même si la ville les détruit plus qu'elle ne les protège. Pour reconstruire des villes habitables, il faut désobéir aux modèles.
