These innovative projects include the creation of salt- and freshwater wetlands, a Venice-like aqueous landscape, habitable piers and man-made islands, and a protective reef of living oysters. Le spectre éblouissant de ces foyers ardents a détourné l’attention d’autres parties de l’univers de la construction. On a fait le silence autour des réalités plus prosaïques. La vie des quartiers, le quotidien de ses habitants et la participation aux enjeux de la politique locale sont restés dans l’ombre du spectacle. La participation est un phénomène de crise. Les mouvements contestataires des années soixante-dix et quatre-vingt rappelaient aux citoyens qu’ils avaient leur part à prendre dans l’organisation des villes et des communes alors menacées par une alliance dangereuse entre entrepreneurs et technocrates. Aujourd’hui, devant les dossiers brûlants des villes et de l’environnement, la participation semble réintégrer les agendas des politiciens. Frappée par une crise de légitimité, la classe politique se souvient de la sagesse des peuples et loue la «maturité des électeurs». Ces calculs et ces réflexes participatifs ont peu à voir avec les projets réunis dans ce numéro. Soutenus par des réseaux associatifs, ceux-ci émanent de ce que l’on appelle communément «la base». Qu’ils opèrent avec ou sans l’aval des représentants politiques, les groupes, les collectifs et les coopératives dont il est question ici ne veulent pas attendre les prochaines élections pour s’impliquer dans la vie politique, pour participer à la fabrication de leur environnement. For architects these artists often provide a first interpretation of emergent architecture with its spatial functions, and in this way they generate so-called “hybrid zones” because the architectural function can also be perceived as a work of art in the context of public art. This book presents in text and image some 20 interventions and projects in Basel and Zurich, created from the 1990's to the present day. Cross references to other European cities help to provide an overview of the international debate, and it initiates a controversial discussion on the present and future possibilities for art and building through statements and text contributions. These are provided by architects including Diener & Diener, Herzog & de Meuron, Peter Märkli, Morger & Degelo, artists such as Renée Levi, Jean Pfaff, Rémy Zaugg, art historians and other experts in relevant fields.
