Dans cette perspective, nous privilégions la notion d’« image verticale » à celle, plus générique, de vue aérienne. Cette notion permet non seulement de renvoyer à un arrangement spatial spécifique, mais également de souligner les relations de pouvoir qui le soutiennent et le modélisent. À la fois représentation et matérialisation de rapports de domination coloniale et impérialiste ou de politiques de surveillance policière et militaire, l’image verticale est productrice d’un savoir qui forge ces rapports et les rend possibles. À l’inverse, dans une démarche militante ou citoyenne, elle peut fournir une preuve permettant d’exposer et de dénoncer la violence et l’illégalité des agressions commises par des acteurs étatiques et institutionnels.

This highly visual investigation shows the complex nature and enormous impact of recent developments in our information society: a transformation produced by the irresistible combined expansion of digital technology and telecommunication networks. The urban space is a privileged laboratory for observing and experiencing the density of signs and their multiple frameworks: Signage, Giant Screens, Signboards, Flags, Poster Displays, Architecture and Advertisement, Surveillance Technologies, Tracking Devices, etc. Eric Sadin started this project during a residence in Kyoto, Japan, then enlarged the focus of the inquiry to further Asian, European, and American cities as Tokyo, Seoul, Shanghai, Hong Kong, Bangkok, Bombay, Paris, London, Rio de Janeiro, Mexico City, New York. The result is a fascinating visual journey in 2000 colour illustrations with explanatory captions, structured into some 100 topics and analysed in brilliant theoretical texts providing the necessary background.

Since the invention of photography in the nineteenth century, Africa has been defined largely by Western images of its cultures and traditions. From the colonial carte de visite and ethnographic archive to the rise of studio portraiture and social documents of racial surveillance, the fraught relationship between Africa and the photographic lens has become inseparable from the discourses of post-colonialism. Challenging these dominant images of exoticism and otherness, this book illustrates how photography has allowed artists to reimagine African histories through the lens of the present, to shape our understanding of the contemporary realities we face. In this book Alison Powell examines the civic use, regulation, and politics of these technologies, looking at how governments, planners, citizens, and activists expect them to enhance life in the city. She argues that the de facto forms of citizenship that emerge in relation to these technologies represent sites of contention over how governance and civic power should operate. These sites become more significant as an increasingly urbanized and polarized world faces new struggles over local participation and engagement. The author moves past the usual discussion of top-down versus bottom-up civic action and instead explains how citizenship shifts in response to technological change and particularly in response to issues related to pervasive sensing, big data, and surveillance in “smart cities.”

Among the topics examined are the use of commercial platforms for art practice, what art means in an age of increasing surveillance, and questions surrounding such recent concepts as "postinternet." Other contributions analyze and document particular works by the artists of And/Or Gallery, Cory Arcangel, DIS, Cao Fei, the Radical Software Group, and others. Mass Effect relaunches a publication series initiated by the MIT Press and the New Museum in 1984, which produced six defining volumes for the field of contemporary art. Infra, Richard Mosse’s first book, offers a radical rethinking of how to depict a conflict as complex and intractable as that of the ongoing war in the Democratic Republic of Congo. Mosse photographs both the rich topography, inscribed with the traces of conflicting interests, as well as rebel groups of constantly shifting allegiances at war with the Congolese national army (itself a patchwork of recently integrated warlords and their militias). For centuries, the Congo has repeatedly compelled and defied the western imagination. Mosse brings to this subject the use of a discontinued aerial surveillance film, a type of color infrared film called Kodak Aerochrome. The film, originally developed for military reconnaissance, registers an invisible spectrum of infrared light, rendering the green landscape in vivid hues of lavender, crimson and hot pink. The results offer a fevered inflation of the traditional reportage document, underlining the growing tension between art, fiction and photojournalism.
