"Landscape architecture and town planning in the Netherlands 99-01" is the fourth in the series of biennal publications reflecting current developments in the disciplines that shape the planned environment in the Netherlands. An independant committee consisting of Tineke Blok, Albert Fien, Alies Rommerts, Max van Rooy, and Harm Veenenbos has selected almost forty projects that is one way or another represent best practice: from garden restaurant to skatepark, from courtyard to landfill, from traffic interchange to network city. The selection is preceded by a number of analytical and critical essays on topical subjects.

The resulting scars on the landscape, large subdivisions with only marked-out plots and half-finished roads, are the subject of The City That Never Was, an eye-opening look at what happens when development, particularly what the author calls "speculative urbanism," is out-of-sync with financial reality. Presenting historical and recent examples from around the world---from the sprawl of the US Sun Belt and the unoccupied towns of western China, to the "ghost estates" of Ireland---and focusing on case studies in Spain, Marcinkoski proposes an ecologically based model in place of the capricious economic and political factors that typically drive development today.

Urbanization is a system of power and knowledge, and today’s city functions through the expansive material infrastructures of the urban order. In The Urban Apparatus, Reinhold Martin analyzes urbanization and the contemporary city in aesthetic, socioeconomic, and mediapolitical terms. He argues that understanding the city as infrastructure reveals urbanization to be a way of imparting functional, aesthetic, and cognitive order to a contradictory, doubly bound neoliberal regime. Blending critical philosophy, political theory, and media theory, The Urban Apparatus explores how the aesthetics of cities and their political economies overlap. In a series of ten essays, with a detailed theoretical introduction, Martin explores questions related to urban life, drawn from a wide range of global topics—from the fiscal crisis in Detroit to speculative development in Mumbai to the landscape of Mars, from discussions of race and the environment to housing and economic inequality. Each essay proposes a particular “mediator” (or a material complex) that is shaped by imaginative practices, each answering the question “What is a city, today?”
