Cet ouvrage collectif présente une vision interdisciplinaire des problématiques actuelles de l'urbain, à savoir les modalités de démocratie participative, de politique locale et d'aménagement urbain. Les différentes contributions témoignent des discussions engagées entre chercheurs seniors et juniors pendant l'université d'été transfrontalière 2001 à Morges en Suisse. Ce croisement de regards et de connaissances permet de faire émerger de nouvelles pistes de réflexion et d'approches scientifiques relatives aux problématiques de l'urbain. L'ouvrage se structure autour de trois parties. La première partie " Concerter - Faire émerger et confronter les savoirs urbains multiples " oriente le propos sur les concepts et les pratiques qui s'intéressent aux différents types d'acteurs urbains et à leur intégration dans les processus de démocratie locale. La deuxième partie: " Gouverner - Inventer et gérer la réalité métropolitaine incertaine " reprend la discussion sur les changements d'action publique par rapport à la restructuration du système de représentation politique de l'urbain. La troisième partie : " Concevoir - Projeter et aménager les territoires urbains enchevêtrés " prend en compte la transformation et la redéfinition des territoires urbains et met en évidence les influences de ces transformations sur l'aménagement urbain. La conclusion générale présente les nouveaux enjeux par rapport aux manières de concerter, de gouverner et de concevoir les territoires urbains qui ont émergé du débat interdisciplinaire et interculturel.

In the 11 days following the Chernobyl catastrophe on April 26, 1986, more than 116,000 people were permanently evacuated from the area surrounding the nuclear power plant. Declared unfit for human habitation, the zones of exclusion includes the towns of Pripyat (established in the 1970s to house workers) and Chernobyl. In May 2001, Robert Polidori photographed what was left behind in the this dead zone. His richly detailed images move from the burned-out control room of reactor 4, where technicians staged the experiment that caused the disaster, to the unfinished apartment complexes, ransacked schools and abandoned nurseries that remain as evidence of those who once called Pripyat home. Nearby, trucks and tanks used in the cleanup efforts rest in an auto graveyard, some covered in lead shrouds and others robbed of parts. Houseboats and barges rust in the contaminated waters of the Pripyat River. Foliage grows over the sidewalks and hides the modest homes of Chernobyl. In his large-scale photographs, Polidori captures the faded colors and desolate atmosphere of these two towns, producing haunting documents that present the reader with a rare view of not just a disastrous event, but a place and the people who lived there.

How do cities plan for the unplanned? Do cities plan for recovery from every possible sudden shock? How does one prepare a plan for the recovery after a tragedy, like the September 11, 2001 terrorist attacks on New York? The book discovers the systematic features that contribute to the success of planning institutions. In cities filled with uncertainty and complexity, planning institutions effectively tackle unexpected and sudden change by relying on the old and the familiar, rather than the new and the innovative. The author argues that planning programs institutions were successful because they were bureaucratic, and relied on standardized routines, rigorous sets of established regimes, familiar programs, and institutionalized hierarchies. Also contrary to popular perception, neither the leaders at the top of the institutions nor those workers at the grassroots level were the most important in the implementation of such routines. The key actors were middle managers, because they knew the institutional structures inside out, what the routines were and how to use them, and were successful go-betweens between national governments and grassroots community groups. Case studies from Mexico City, Los Angeles and New York provide a deeper understanding of urban planning processes. The case studies reveal that systematic institutional analysis helps us understand what works in planning, and why. They also demonstrate the manner in which institutional routines serve as powerful and effective tools for addressing novel situations.
