#45. Debris Pile Prevents Inhabitation

A street-cleaning project involving the construction of rubble piles in an underpass connecting Paulo VI Avenue to Doctor Arnaldo Avenue in São Paulo, preventing homeless people from sleeping there and “increasing security.” The slope was steeply inclined and the material selected for roughness to ensure that the environment would be as inhospitable as possible. Similar projects were constructed in other areas of São Paulo that were frequently used as shelters at night.
