"Civilia, a low-rise high density city of revolutionary concepts and a million people was created to challenge a not-so-new development established beyond doubt by the 1971 census -- the steady drift of population from our city centres into what were rural areas until the drift itself converted them into suburbs, semis, housing estates or New Towns. The drift was made possible by the car but has, in the words of the 'Daily Telegraph', been 'encouraged' by the planners familiar though they are with the disaster the same drift is bringing to American cities where urban dispersal (after all save the have-nots have fled) leaves central areas either hotbeds of violence or despair or, (like Birmingham's Bull Ring) a nightly no-man's-land, peopled by none but cops and bums.
