"As an epidemic was threatening the city of Philadelphia, this sub-committee recommended stringent cleaning suggestions to the City Council. SOme of the questions answered by the committee were: What is the best method of cleansing privy and other wells? Is there proper water to prinkle streets before cleaning them? Ought the docks be cleaned during the summer? Is it desirable to use lime or chloride of lime as a cheap disinfecting agent?
