"Group discussions with community leaders and citizens at large were carried out in Vancouver on behalf of the Ministry of State for Urban Affairs, in conjunction with research undertaken by the Greater Vancouver Regional District. This constitutes one phase of a four-part research program to identify citizen's assessments of priority problems and suggestions of preferred solutions in connection with the future development of Vancouver. The project may serve as a prototype for the gathering of such information in large urban centres. Results are intended to guide governments in the formulation of future urban policies. The paper assesses the methodology of the project and sums up opinion trends uncovered. Concerns expressed by citizens and experts participating in the group interviews are evaluated according to interest shown and to level of agreement, of knowledgeability, of satisfaction and of urgency expressed. This information was used for the construction of a questionnaire subsequently administered to a random sample of approximately 2,500 Vancouverites. Group participants' backgrounds are also analyzed in relation to opinions expressed"--P. iii.
