When the public coffers are low, the burden for social policy and urban planning falls more to citizens, and community apathy or simply lack of involvement can have dire consequences. Addressing this globally crucial issue is the second volume in a series from the International Building Exhibition (IBA), an initiative helmed by the Bauhaus Dessau Foundation-housed in Walter Gropius’s former studio-and exploring urban redevelopment in a number of German cities. The aim is that these pilot programs will provide practical models for worldwide urban research and design by 2010. Here, both local administrators and planning experts examine the role of citizen commitment, whether in direct political action or in everyday urban life.

This second volume of Hatje Cantz’s Josef Paul Kleihues catalogue raisonné encompasses the most active years of this prominent German architect’s career, from 1981 to 1995. Kleihues (1933–2004) was the head of the highly respected Internationale Bauausstellung (International Architectural Show, IBA) in Berlin from 1979 to 1987; following German reunification, he was arguably the most influential architect in the re-envisioning of the capital, and his concept of “critical reconstruction” influenced an entire generation of architects. Among his many buildings of note are the Regent Hotel (formerly the Four Seasons Hotel) at the Gendarmenmarkt, and his tower, the Kantdreieck, with its famous “shark fin” on the roof. Kleihues has received international recognition for his museum buildings in particular, such as the redesigned Deichtorhalle, the Hamburger Bahnhof and the new building of the Museum of Contemporary Art in Chicago.

A massive reduction in population and collosal overhaul of economic structure have presented enormous challenges for the people of east Germany over the past 20 years. As part of the International Building Exhibition Urban Redevelopment 2010, 19 towns and cities in the federal state of Saxony-Anhalt have implemented a series of innovative projects and formulated proposals as to how the ever-shrinking towns and cities of east Germany could be redesigned to accommodate their present status. This book provides a general view of the methods, methodology and results of this investigation. A historical review of the urban developments of the last two decades show the causes of urban reduction and the IBA's earliest solutions, and three scenarios on the themes of town, landscape and climate outline questions and possible developments for Saxony-Anhalt up to the year 2050. With the IBA, Saxony-Anhalt has also instigated a laboratory for the city of tomorrow, to sustain this project well into the future.
