In light of the current political crisis around climate change, what can architecture possibly contribute towards a new planetary imaginary of our contemporary environment beyond environmentalism and technological determinism? Instead of conceptualizing the idea of the environment as purely natural and in need of protection, as solely a problem that needs to be managed, or merely as the Earth, which limits the scope with a scalar bias, can we speculate on architecture as a measure both to assess and to act upon the world? Architecture as Measure is an elaboration on this question, and on the disciplinary and cultural potentials of such a provocation. It positions climate change as a cultural and political idea that requires a renewed architectural environmental imagination.

Most municipalities in the United States, and nearly all countries around the world, have laws and policies to preserve heritage in situ, seeking to protect places from physical loss and the forces of change. That privilege, however, is increasingly being unsettled by the legacies of racial, economic, and social injustice in both the built environment and historic preservation policy, and by the compounding climate crisis. Though many heritage projects and practitioners are confronting injustice and climate in innovative ways, systemic change requires looking beyond the formal and material dimensions of place and to the processes and outcomes of preservation policy—operationalized through laws and guidelines, regulatory processes, and institutions—across time and socio-geographic scales, and in relation to the publics they are intended to serve.

The shortfall in affordable housing is estimated to be 5 million units or more. Devastating effects of these conditions include an increase in multigenerational poverty, a decrease in economic mobility, and—since the housing crisis has a disproportionate impact on communities of color—a heightening of racial injustice.
