The book examines the people, places, and policies that have helped make New York livable, from early experiments by housing reformers and the innovative public-private solutions of the 1970s and 1980s to today’s professionalized affordable housing industry. More than two dozen leading scholars tell the story of key figures of the era, including Fiorello LaGuardia, Robert Moses, Jane Jacobs, and Ed Koch. Over twenty-five individual housing complexes are profiled, including Queensbridge Houses, America’s largest public housing complex; Stuyvesant Town; Co-op City; and recent additions like Via Verde. Plans, models, archival photos, and newly commissioned portraits of buildings and tenants put the efforts of the past century into social, political, and cultural context and look ahead to future prospects for below-market subsidized housing.

The first-hand observations and individual opinions, from the past four decades, record a variety of attitudes and perceptions towards the physical reality of their surroundings. Created outside of the norms and conventions of an object-based art world, the projects in this book, mainly on estates in and around London, but also in Bath, Leeds, Milton Keynes and Oxford, highlight the realities of everyday life in both tower blocks and low-rise planned housing.

At the beginning of the economic crisis in 2007, housing became a central commodity in the short-circuit system of mortgages granted to private individuals and businesses. In the aftermath of the crisis, and in the wake of the COVID-19 Pandemic, housing—as a right, in its most radical form—re-emerged due to local housing, migration, and health emergencies. In light of an eclipse of a general discourse on housing, a new secular and international ethics arose, both foreign and superior to nation states. This book returns to a broader notion of housing: using metaphors of sanitary and salvific reinstatement, it retrieves case studies from the 1950s for re-conceptualizing the housing question in contemporary architecture and visual arts.
