At the launch of OASE 89 held at the Stadsmuseum Gent, April 25, 2013, the project Scramble City was introduced.
OASE 89 was distributed with a sealed envelope titled "Scramble City" which contains a 15-foot long conceptual map/panoramic illustration created by Lada Hršak and a 24 page booklet titled "Scramble City: Cross Section of a Fictitious Secondary City" with its distinct ISBN.
"This cahier is part of a series of four cahiers, each providing its own account of the study trip What's up, What's Up, What's Down: Cultural Catalysts in Urban Space, examining cultural politics in European secondary cities, organized in 2010 by the former Netherlands Foundation for Visual Arts, Design and Architecture"--Page 24.

Scramble City presents the cross section of a fictitious secondary city, composed of elements from nine European cities. It is a visual essay recording a journey through a fragmented urban landscape. Containing an inventory of official and informal Attempts to make sections of the city unique and liveable, with a focus on cultural interventions. It is ultimately a journey through time: The Successes and failures in the creation of urban identity over the past decade.
